Sheffield Wednesday Confronts a 'Significant Problem', States New Football Authority

'Our role is integral to football's future' - independent football regulator the new chairman

The team's persistent issues constitute a "significant problem" and the football regulator is aiming to acquire authority to investigate clubs in comparable cases, the newly appointed chairman the regulator has stated.

In a wide-ranging interview, Kogan, who was named to the position this week, expressed "sympathy" towards the club's followers.

Kogan met with four supporter groups associated with the South Yorkshire club recently.

The Championship side have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on five separate occasions, including in last month.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," Kogan told.

"Wednesday stands as one of the iconic names for English football and in recent days we have met supporters' organizations.

"We are seeking authority... which will permit us to bring the club and similar situations submitted for our review if they warrant scrutiny and addressed."

Economic Challenges and Ownership Situation

The team's struggling chairman Dejphon Chansiri suggested earlier this year he would be willing to sell up at Hillsborough, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the league officials in mid-year, preventing the club from carrying out any transfers or loans for the next three transfer windows, although that restriction was lifted in August.

Authority's Position

Kogan said: "Our role exists to serve the Owls followers, Bury or any football club where supporters are loyal to a community organization that has been part of their lives in multiple situations.

"I completely understand Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the fans themselves."

Inquired if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to work with them.

"The last thing what we want to do is begin intervening in an particular organization, an specific proprietor, without having the opportunity to collaborate with that owner to try and resolve the issues that the club's facing and the proprietor's dealing with," the chairman stated.

"However, realistically, when you review the record of the sport, over the last 20 or 30 years there have been some owners, few in number, but particular people who have shown negligence in the approach they have taken toward their organizations and finally decline to assume obligation for the future."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged representatives from 110 clubs to explain the responsibilities of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made might evaporate rapidly," the chairman stated.

"And that's what nobody wants in the terms of English football is a major achievement - we've got to keep it going.

"Substantial financial resources coming into football and has been channeled for the recent generations, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on risk and of course, of the immediate future."

Premier League Concerns

Top flight officials resisted the formation of an authority because of fears of a negative impact on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the top division.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of the nation. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a high level of reassurance."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the political party in the past.

The official contributed funds to government minister the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any sort of politics."
